Análise da implementação do conselho municipal de meio ambiente - cmma no município de Curimatá - PI: potencialidades e fraquezas

Abstract

Environmental management has gained momentum over the past few decades. A significant moment in this process was the promulgation of Federal Law No. 6.938 / 81 of the National Environmental Policy - PNMA. In this law it is explicit that the municipality is an integral part of the SISNAMA National Environmental System, granting it the duty on the environment at the local level. The Federal Constitution of 1988 was also an important foundation for this issue, where it guaranteed the municipalities the freedom to self-govern. The environmental management in the Municipality of Curimatá-PI is in general, very needy and before this felt the need to carry out this study, given that Brazilian municipalities, more specifically small ones, still have deficiencies in terms of environmental policy. The objective of this work is to analyze the potentialities and weaknesses of the Implementation of the Municipal Council of Environment - CMMA of the Municipality of Curimatá-PI. The methodology applied in this study was the SWOT matrix because it was adequate to identify the potentialities and weaknesses of the object searched. For this, theoretical research was carried out through recent scientific articles, as well as in national, state and municipal environmental legislation. In addition, an interview was conducted through an open questionnaire, with the municipal manager, where the interviewee emphasized that although there is Municipal Law No. 753/2009 that creates the Municipal Environmental Council, it never existed and that the municipality is lacking in terms of environmental management. The results show that although the municipality of Curimatá has a legal base that facilitates the creation of the Council, this is hampered by the lack of local environmental administration and by the disregard of previous municipal governments. Despite these weaknesses, it is recognized that there is an opportunity to implement the Municipal Environmental Council (CMMA), since two important potential points were found: Municipal Law no. 753/2009 and the will of the municipal executive branch
