| Título: | IPTU progressivo em Corrente - PI: como vendo sendo aplicado ? |

| Resumo: | O artigo teve como enfoque saber como o IPTU Progressivo vem sendo aplicado no Município de Corrente – PI. Os Objetivos norteadores da pesquisa foram: Analisar a aplicação do IPTU Progressivo no bairro Centro na Cidade de Corrente – PI, e os objetivos específicos: Investigar se o IPTU Progressivo vem sendo aplicado no bairro Centro em Corrente – PI; Identificar os vazios urbanos existentes no bairro especificado e por fim, verificar a opinião dos moradores residentes no bairro centro em relação aos vazios urbanos. Quanto ao método, trata-se de pesquisa qualitativa, de cunho bibliográfico e a técnica de coleta de dados foi à pesquisa de campo, realizada através de visitas in loco, com o objetivo de registrar e identificar os vazios urbanos existentes, além de questionário aplicado a representante de órgão de fiscalização da Prefeitura Municipal de Corrente e questionário aplicado a moradores vizinhos dos vazios urbanos localizados no centro da cidade. As principais referências utilizadas na pesquisa foram os documentos institucionais: O Estatuto da cidade (2008), Plano Diretor do Município de Corrente (2007) , Lei Orgânica Municipal (2017), CF(2008, além de autores que são referencias na temática em questão como: Santos (1996), Sposito (2010), Ebner (1999), Villaça (1985), Dittmar (2006) entre outros. Os resultados da pesquisa mostram que no município de corrente – PI, o IPTU Progressivo não vem sendo aplicado e como não vem sendo aplicado, há uma grande perda de arrecadação para o município, e também perde a cidade em qualidade de vida e em estética urbana. Os registros fotográficos obtidos através de visita in loco, mostram imagens de loteamentos e imóvel ocioso, ou seja, não cumprindo a sua função social da propriedade. Nos depoimentos dos moradores vizinhos aos vazios urbanos constatou-se o descaso da administração municipal em relação ao desenvolvimento urbano, pois todos alegaram nunca ter visto a presença de fiscais da prefeitura vistoriando os vazios urbanos, e nem dos prováveis proprietários visitando os locais. Os moradores se mostraram indignados pois estes espaços propiciam além da contaminação do solo, perigos, especialmente no período da noite. |
| Abstract: | The article focused on how the Progressive IPTU has been applied in the Municipality of Corrente - PI. The objectives of the research were: To analyze the application of the Progressive IPTU in the Central neighborhood of the City of Current - PI, and the specific objectives: To investigate whether the Progressive IPTU has been applied in the Central neighborhood of. Identify the existing urban voids in the specified neighborhood and, finally, verify the opinion of residents living in the downtown neighborhood in relation to urban voids. As for the method, this is a qualitative research, with a bibliographic character and the data collection technique was the field survey, carried out through on-site visits, with the objective of registering and identifying the existing urban voids, in addition to an applied questionnaire the representative of the inspection body of the Municipality of Corrente and a questionnaire applied to neighbors of the urban voids located in the city center. The main references used in the research were the institutional documents: The City Statute (2008), the Municipality Plan of Corrente (2007), Municipal Organic Law (2017), CF (2008), as well as authors who are references in the subject matter The results of the research show that in the municipality of current - PI, the Progressive IPTU has not been applied and has not been applied in the city of current - PI, Santos (1996), Sposito (2010), Ebner (1999), Villaça (1985), Dittmar as it has not been applied, there is a great loss of collection for the municipality, and also loses the city in quality of life and in urban aesthetics. The photographic records obtained through an on-site visit show images of allotments and idle property, that is, not fulfilling its social and property function.In the statements of the neighbors neighboring the urban voids, it was observed the disregard of the municipal administration in relation to the urban development, since all claimed never to have seen the presence of city inspectors inspecting the urban voids, and neither of the probable owners visiting the sites. The residents were indignant because these spaces provide, besides the soil contamination, dangers, especially in the night. |
