Evolução pós-pandemia: a telemedicina e seu crescimento durante a pandemia de Covid-19 e como ela se consolidou como solução permanente no sistema de saúde brasileiro

Abstract

This article analyzes the consolidation of telemedicine in the Brazilian health system between 2019 and 2024. It discusses how the COVID-19 pandemic drove the transition from a restricted remote model to a scalable architecture, highlighting the impacts of the General Data Protection Law (LGPD) and the resolutions of the Federal Council of Medicine (CFM) on legal institutionalization and data security. The objectives include investigating the development of digital health, mapping technological and cybersecurity transformations, and identifying operational obstacles, such as digital exclusion. Methodologically, a qualitative, exploratory, and descriptive approach is adopted, based on a literature review and the analysis of official indicators from DATASUS and Cetic.br. The results indicate that, although telemedicine has become an irreversible and cost-effective infrastructure, its geographic distribution remains unequal, with 86.7% of teleconsultations concentrated in the Southeast and South regions. It is concluded that the success of digital health in Brazil transcends software development, requiring the overcoming of "digital deserts" and the strengthening of data governance to ensure equitable access.
