dc.description.abstract This study aimed to analyze the transparency index of the portals of public HEIs in the State of Piauí, and specifically, to identify the main elements of transparency of the IFPI, UFPI and UESPI portals; identify the transparency index of the IFPI, UFPI and UESPI portals using the Federal Universities Disclosure Index (IndexDUF) created by Pessôa (2013); compare the transparency index of the HEIs researched; and verify the updating and compliance with the Access to Information Law of each institution researched. Theoretically, it addressed concepts of transparency, cases of international transparency, public transparency in Brazil, with the laws of Fiscal Responsibility and Access to Information, in addition to Public Administration and Indirect Public Administration. It is basic, descriptive, field research with a quantitative and qualitative approach. For data collection, IndexDUF was used, proposed by Pessôa (2013) to obtain the transparency index of the electronic portals of public Higher Education Institutions (HEIs) in Piauí. The main results of this study demonstrate that the IFPI's transparency index is 74.82%, that of UESPI is 56.12%, and that of UFPI is 76.98%, while the general average for Piauí was 65.85% ; with UFPI being the most transparent institution among those analyzed, followed by IFPI and UESPI, with highlights for category 6 (Characteristics of financial information) in which IFPI and UFPI obtained 100% transparency and category 7 (Information on social responsibility ) which UESPI obtained 0%. In relation to compliance with the Access to Information Law (LAI), it was found that the eleven categories of the IndexDUF have their legal provision in article 8, in which the transparency index of each category represents the percentage of compliance of each HEI with the LAI. Therefore, it is concluded that for a greater level of transparency and compliance with the LAI, it is necessary for HEIs to improve their electronic portals, by bringing together issues of similar themes in sections; disclosure of all IES financial information, in the specific case of UESPI, and other forms of communication between society and institutions.pt_BR
dc.description.resumo Este estudo objetivou analisar o índice de transparência dos portais das IES públicas do Estado do Piauí, e especificamente, identificar os principais elementos de transparência dos portais do IFPI, UFPI e UESPI; identificar o índice de transparência dos portais do IFPI, UFPI e UESPI utilizando o Índice de Divulgação das Universidades Federais (IndexDUF) criado por Pessôa (2013); comparar o índice de transparência das IES pesquisadas; e verificar a atualização e o cumprimento da Lei de Acesso à Informação de cada instituição pesquisada. Teoricamente, abordou conceitos de transparência, casos de transparência internacional, transparência pública no Brasil, com as leis de Responsabilidade Fiscal e de Acesso à Informação, além de Administração Pública e Administração Pública Indireta. É uma pesquisa básica, descritiva, de campo com abordagem quantitativa e qualitativa. Para coleta de dados utilizou-se o IndexDUF, proposto por Pessôa (2013) para obter o índice de transparência dos portais eletrônicos das Instituições de Ensino Superior (IES) públicas do Piauí. Os principais resultados deste estudo demonstram que o índice de transparência do IFPI é 74,82%, da UESPI é 56,12%, e a UFPI é 76,98%, enquanto que a média geral para o Piauí foi de 65,85%; sendo a UFPI a instituição mais transparente dentre as analisadas, seguida do IFPI e da UESPI, com destaques para a categoria 6 (Características da informação financeira) em que o IFPI e a UFPI obtiveram 100% de transparência e a categoria 7 (Informação sobre responsabilidade social) a qual a UESPI obteve 0%. Em relação ao cumprimento com a Lei de Acesso à Informação (LAI) encontrou-se que as onze categorias do IndexDUF têm seu dispositivo legal no artigo 8º, em que o índice de transparência de cada categoria representa o percentual de cumprimento de cada IES com a LAI. Desse modo, conclui-se que para maior nível de transparência e cumprimento com a LAI, faz-se necessário que as IES aprimorem seus portais eletrônicos, com a reunião de assuntos de temas semelhantes em seções; divulgação de todas as informações financeiras da IES, no caso específico da UESPI, e outras formas de comunicação entre a sociedade e as instituições.pt_BR
